Tapping ⌘ twice does nothing while Soda is quit, so first check that the app is running. Look for Soda’s icon in the menu bar at the top of your screen. If it isn’t there, open Soda from your Applications folder.

Input Monitoring is off

How to tell: Soda is running, but tapping ⌘ twice still does nothing. Soda needs the Input Monitoring permission to notice the ⌘ key. Check that it’s on. See Input Monitoring. If you turned it on a moment ago, quit and reopen Soda. Input Monitoring only takes effect after a restart. To quit, click your name at the bottom of the Soda sidebar and choose Quit. Then open Soda again from Applications.

Another app uses the same shortcut

How to tell: you use a launcher or keyboard tool that also has a double-⌘ shortcut. That app may catch the taps before Soda does. Check its shortcuts, and change or turn off the one that uses ⌘ twice.

Search while you fix it

You can still open the same search bar from the bottom-left corner of your screen. Move your pointer into the corner, click the Soda icon, then click Search. See the bottom-left corner. Still stuck? Contact support.
